The Minister of Foreign Affairs of Cuba, Bruno Rodríguez Parrilla, stated today that, for the first time, the United States Government has publicly formalized, through a Department of State communication, an offer of aid to the island valued at $100 million.
“It remains unclear whether it will be cash or material aid, and whether it will be directed toward the most urgent needs of the people at this time, such as fuel, food, and medicine,” Rodríguez wrote on his social media platforms.
He maintained that “in any case, even considering the incongruity of apparent generosity from those who subject the Cuban people to collective punishment through economic warfare, the Cuban government does not make a practice of rejecting foreign aid offered in good faith and for genuine purposes of cooperation, whether bilateral or multilateral.”
“Nor are there any issues with working with the Catholic Church, with whose cooperation efforts we have a long and positive experience of joint work,” he noted.

The minister stated that “we are willing to listen to the characteristics of the offer and the manner in which it would materialize.” He added, “We hope it is free of political maneuvers and attempts to exploit the hardships and pain of a people under siege.”
He further expressed that the best aid the U.S. government could provide to the Cuban people, at this or any moment, would be to de-escalate the measures of the energy, economic, commercial, and financial blockade, which has been intensified like never before in recent months, severely affecting all sectors of the Cuban economy and society.
Yesterday, Cuban President Miguel Díaz-Canel reported on the social network X that the situation of the National Electro-energetic System will be particularly tense in the coming days. “This dramatic worsening has a single cause: the genocidal energy blockade to which the United States subjects our country, threatening any nation that provides us with fuel with irrational tariffs,” the head of state expressed.
