Miguel Díaz-Canel Bermúdez, first secretary of the Central Committee of the Communist Party of Cuba and president of the country, attended the third day of the 5th Session of the National Assembly of the People's Power (ANPP).
In the plenary hall of the Havana Convention Center, the 10th Legislature of the highest state body learned this morning about the progress of the main programs for the sustainable and comprehensive development of Camagüey province, along with actions implemented in line with the Government Program to correct distortions and boost the economy.
Friday, the draft laws for the Cuban Sports System, the Code for Children, Adolescents, and Youth, and the Civil Registry, among other important issues, will be submitted for approval by Parliament.
The ratification of decree-laws and agreements of the Council of State will be carried out; the Provincial Government and the agency that will render account in December 2025 before the ANPP will be approved, as well as the ministry that will be subject to the highest supervision.
On the second day of work of the 5th Ordinary Period of Sessions of the National Assembly of People's Power in its 10th Legislature, with the presence of the First Secretary of the Central Committee of the Party and President of the Republic, Miguel Díaz-Canel Bermúdez, the progress of the implementation of the Government Program for the recovery of the National Electric System was reported.
Yesterday, the Foreign Policy Guidelines for the period 2025-2028 were presented to the deputies and, in this regard, the member of the Political Bureau and Minister of Foreign Affairs, Bruno Rodríguez Parrilla, said that "for Cuban foreign policy it is very important to seek financial relations and international cooperation that allow the development of the economy of our country".
Cuba's National Assembly Approves Law on Contraventions and Administrative Sanctions
The National Assembly of People's Power (ANPP) approved the Law on the General Regime of Contraventions and Administrative Sanctions during the 5th Ordinary Session of the 10th Legislature.
Oscar Manuel Silvera Martinez, Minister of Justice (MINJUS), emphasized the need to modify, update, and unify in a single law the conduct that constitutes violations against citizen security and public order.
Therefore, he described the new law as an effective tool for compliance with the law, in addition to having been drafted under the principles of the Constitution of the Republic and after 10 years of collaborative work by specialists from various agencies.
Last January, the draft bill was published on the Ministry of Justice's website to enrich it with the opinions and proposals of legal experts, specialists, and the public, and it was analyzed with the deputies on June 16 and 18.
José Luis Toledo Santander, president of the Parliament's Constitutional and Legal Affairs Committee, explained when presenting the opinion that the law includes general precepts, that is, definitions, principles, sanctioning systems, and rules.
Because these are conduct that does not constitute a crime, nor does it affect or endanger social life, public order, and general well-being, the sanctions for both individuals and legal entities range from fines to suspension and cancellation of licenses, permits, and other authorizations, the suspension of equipment, the obligation to act, and confiscation.
The National Revolutionary Police and the inspection bodies authorized for such purposes are designated as sanctioning authorities with the authority to address violations provided for in the law.
The remaining bills that will be submitted Friday for approval by the National Assembly (ANPP) are those on the Cuban Sports System, Civil Registry, and the Code for Children, Adolescents, and Youth.
Parliament Urges Strengthening Legal Advice in the Country
The policy for ensuring compliance with laws and other provisions, thus strengthening legal advice in the country, was analyzed during the second day of the 5th Ordinary Session of the National Assembly of People's Power (ANPP) in its 10th Legislature.
Oscar Manuel Silvera Martinez, Cuba's Minister of Justice, noted that the work systems established to promote follow-up actions are evaluated and monitored by the governing bodies, for which managers, specialists, and employees are trained.
In the presence of Miguel Díaz-Canel Bermúdez, First Secretary of the Central Committee of the Communist Party of Cuba and President of the Republic, he referred to the incorporation of compliance with legal provisions into the Institutional Communication and Digital Transformation strategies.
Also part of these oversight actions is the accountability of ministers, heads of institutions, governors, and higher business management organizations—in the cases considered—before the Executive Committee of the Council of Ministers or the Council of Ministers.
He emphasized the need for the Ministry of Justice (Minjus) to participate and, at the Prime Minister's discretion, exercise leadership in demanding and monitoring the Central State Administration Bodies.
The head of the Ministry of Justice considered the monitoring of relations between the state and non-state sectors, prices, collections and payments, quality clauses, food production and marketing, productive chains, international business, and foreign investment modalities to be priorities for legal advice.
Cuban Parliament Discusses Complex Situation of the Transportation Sector

The current outlook for transportation development in Cuba was one of the points of analysis at the 5th Ordinary Session of the National Assembly of People's Power (ANPP) in its 10th Legislature.
Tamara Valido Benitez, president of the Permanent Working Committee on Service Attention, read to the plenary the report on the highest oversight exercise carried out by the supreme body of state power at the Ministry of Transportation (MITRANS).
Since its formulation, the document indicates that the exercise was characterized by extensive dialogue and exchange with the Boards of Directors, workers, and the population receiving services, who attested to the most pressing problems facing the sector and the actions implemented to reverse the situation.
Regarding the current situation, it is described as very complex, marked by the tightening of the US blockade and the international economic crisis, among other factors, which have limited the availability of foreign currency and fuel for the economy.
These difficulties directly impact the registered activity levels, characterized by the low availability of existing cargo, poor technical condition of vehicles, fuel shortages, and the lack of foreign currency financing for the acquisition of spare parts and other additional items.
The sustained deterioration of fundamental transportation indicators reflects the reality of the complex situation facing the sector, with a significant contraction in passenger and freight transportation. The four Superior Business Management Organizations (OSDE) served by the institution reached total revenue levels of 12 billion pesos and profits amounting to 4 billion 907,000 pesos at the end of April 2025, representing 102% and 133% compliance.
The document urges continued pursuit of foreign currency revenue and its retention to generate financing schemes and undertake the necessary investments.
Regarding interprovincial services, 894 million passengers were transported, representing 68% compliance with the plan; 412 million were lost, and a decrease of more than 114 million compared to the same period last year.
The information presented also reflects that, of the more than 2,500 routes operated by provincial transportation companies, 47% are currently closed, primarily due to equipment availability and fuel shortages.
Of the 1,379 active routes, only 90% are operating one trip in the morning and another in the afternoon, mostly with extended frequencies.
The most affected territories are Granma, Matanzas, and Ciego de Ávila, with more than two-thirds of their routes out of service.
According to the report, the state of the road network shows a notable deterioration, with significant setbacks on municipal roads, with 45% between fair and poor, provincial roads at 39%, and national roads, although they are in better condition according to the figures, there is significant deterioration in certain sections of the country's main roads, such as the National Highway and others, which impacts road safety.
Cuban Energy Minister Presents Plan to Recover Power Generation System
Cuban Energy and Mines Minister Vicente de la O Levy submitted a government program to the Cuban Parliament on Thursday aimed at recovering the national power generation system, currently undergoing a severe slump with several-hour power outages.
In the presence of Cuban President Miguel Diaz-Canel, the government official referred to the tense situation facing local thermal power generation units as a consequence of the lack of financing for their maintenance and sustainability.
The fall in the local fuel production and fuel import to generate electricity, along with financial restrictions are causes for the current crisis of the sector and for the urgency to implement the governmental plan, de la O Levy said, and stressed the need to undertake the urgent investment in power plants burning locally-produced fuels and advance the installation of renewable energy sources.
Despite the global economic crisis and the tightening of US anti-Cuba unilateral coercive measures, Cuba has prioritized its financial resources to recover the power generation sector, the Minister said, and went on to announce an increase in local crude oil and natural gas production along with the setting up of solar parks.
The Cuban government official admitted that Cubans are still undergoing long hours without electricity, which he described as an extremely complex issue. He said the government program has the challenge of advancing amidst unforeseen breakdowns of thermal power plants as a consequence of their poor technological conditions and the lack of a stable fuel supply.
Finally, the Minister said that the only way to overcome the current power crisis in Cuba is by developing renewable energy sources and recovering the local fuel production.
Cuban Diplomacy Reaffirms Its Vocation to Serve the People
The leading role of the Cuban people in the design of revolutionary diplomacy was reaffirmed by Bruno Rodriguez Parrilla, member of the Political Bureau of the Communist Party of Cuba and Minister of Foreign Affairs.
Rodriguez Parrilla spoke to the press after the approval of the Foreign Policy Guidelines for the 2025-2028 period during the 5th Ordinary Session of the National Assembly of People's Power (ANPP) in its 10th Legislature, the second day of which takes place on Thursday at the Havana Convention Center.
Cuban diplomat specified that the text was enriched by the debates in the Permanent Working Commission on International Relations, in addition to the contributions of the deputies in the plenary meeting.
Accompanied by officials from the Ministry of Foreign Affairs (MINREX by its Spanish acronym), he noted that the fundamental priorities are related to the preservation of independence, the defense of the Revolution, and socialism, in line with the economic and social model sovereignly chosen by Cubans and in the face of the growing aggression of the United States government.
In line with these principles, he mentioned the need to promote, through diplomatic channels, the search for new options to accelerate economic recovery, advance development, and solve the country's fundamental problems, as well as the difficulties and hardships faced by families, stemming primarily from the US blockade and Cuba's inclusion on the list of countries allegedly sponsoring terrorism.
Cuban Foreign Minister also highlighted, as a priority for foreign policy, aspects related to the realization of export, import, investment, financial relations, and international cooperation options, which are essential for economic development.
Another important objective, he said, is to continue and enhance Cuba's leadership in the international arena, within the Group of 77 and China, the Non-Aligned Movement, in representing and promoting the interests of countries in the Global South, in militantly supporting the legitimate and just causes of the peoples, and in the struggle for the creation of a more just and inclusive international order as an alternative to the prevailing hegemonic and anti-democratic model.
He emphasized attention to Cubans living abroad, their families, and descendants, as a way to promote their active participation in the defense of independence and sovereignty, and in opposition to the United States' blockade policy.
On this point, Ana Teresita Gonzalez Fraga, Director General of Consular Affairs and Assistance to Cubans Living Abroad at the Ministry of Foreign Affairs, added that there are policies and strategies in place to fulfill this priority for Cuban foreign policy.
It meant that, although there has been significant progress in this endeavor, as evidenced at the 4th Conference on the Nation and Emigration, there is still dissatisfaction with the results in this area, where greater participation from this community could mean steps toward resolving current problems.
