
In a critical and self-critical report, the governor, Yelenys Tornet Menéndez, informed the Provincial Council of the main achievements of her management during 2025, a period, she said, marked by external and internal challenges.
She acknowledged progress in social programs, science, and infrastructure, but admitted that persistent shortcomings in production, housing, and basic services still do not meet the needs of the population.
The document acknowledges a scenario impacted by the resurgence of the economic lockdown, energy contingency, and climate events, but does not evade the responsibility of the administration in the multiple breaches still affecting the province.
The report, which meets the constitutional mandate of accountability, lays out a radiograph of lights and shadows. Among the positive aspects, they highlight the 102 percent compliance in the cold agricultural sowing campaign, except in the municipality of Jesús Menéndez; the opening of 98.4 percent of tax bank accounts, and the 15 percent reduction in the overall criminal record compared to the previous year.
Management in science and innovation, he said, showed progress, with the certification of 13 territorial projects. In telecommunications, mobile telephony coverage with 4G technology reaches 64 percent of Las Tunas’ population, and 91 percent have at least one Internet access route. In addition, four provincial entities obtained the right to use the Country Mark.
OUTSTANDING SUBJECTS IN ECONOMICS AND SERVICES
However, the economic balance sheet reveals serious difficulties. The governor admitted that 67 of the 104 planned physical productions were not fulfilled, for a 64.4 percent non-compliance. Sectors such as Agriculture, Food Industry, and Construction were the worst affected.
Territory-wide net sales only reached 77.5 percent, and retail merchandise circulation 71.7 percent. "In addition to the limitations in the material order, reserves have been identified that are not exploited," acknowledged Tornet Menéndez, pointing out "lack of initiative and creativity" in the pictures.
One of the points of greatest sensitivity to the population, passenger transport, only fulfilled 39.1 percent of its plan, with an estimated 6.2 million travelers affected. The governor assured that this issue has caught her attention to look for alternatives.
The Housing Program was another of the big losses, being implemented in only 58 percent (248 houses out of a plan of 427). Lack of resources is pointed out as a major cause.
UNEQUAL FOOD PRODUCTION AND TIGHTENED SUGAR SECTOR
Food production, declared a priority, showed uneven behavior, he estimated. While rural crops such as banana, cassava, and sweet potato have a favorable situation, milk and meat programs were only fulfilled at 60 and 48 per cent, respectively. All municipalities missed these targets.
The cane-sugarcane recovery also did not achieve the desired results. Of the 675,500 tons of cane planned for saffron, only 34 per cent was ground. Raw sugar production accounted for a meager 16 percent of the plan, due to issues with fuels, electric power, and backlogs in industrial repairs.
SOCIAL COMMITMENT AND JOB PROJECTIONS

Concluding her presentation, the governor is categorical: “I consider that the results of my work still do not meet the needs of the people I represent”. Nevertheless, he reiterated his commitment to working together with the Party, the administration, and the people.
About the 2026 projections, the top provincial authority anticipated that they will focus on prioritizing food production, housing, sugar saffron, and on tackling abusive pricing, crime, and corruption. It is also proposed to improve the link with government structures and the population, and to pay more rigorous attention to exports and the reduction of the budget deficit.
