As part of the rational and efficient use of electrical energy, the province of Las Tunas is working to comply with the guidelines of the draft instruction of the Prime Minister of the Republic of Cuba, Manuel Marrero Cruz, with a strategy to reduce consumption and save fuel for the country.

The measures are aimed at guaranteeing basic services for the population, such as food production, water distribution, health, education, communications, and banking services, among others, and all other activities are governed by compliance with established schedules.

Climate systems in offices can only work from 8:00 to 11:00 a.m., except in technological areas, and for this, control must be maintained by the specialists in the subject of the companies and entities, and through tours and inspection visits by the municipal and provincial Energy Councils, the Basic Electricity Organisation itself and the National Office for the Control of the Rational Use of Energy (Onure in Spanish), with the evaluation of non-compliance.

Now, in this case, the necessary rigor is still lacking in the inspections, as there is evident indiscipline, and in the authorization of which offices and premises can use air conditioning equipment, because it is counterproductive in the difficult situation affecting the country there are administrative premises with air conditioning, while a large part of the population may be without service in their homes.

In this sense, it is necessary to be more demanding and based on a case-by-case analysis, to authorize only those offices in which, due to their conditions, it is not possible to work without the use of air conditioning, because it cannot be the case that all of them can do so in the morning hours, just as it is necessary to be extremely rigorous with the bosses whose offices do not comply with the measure, with the withdrawal of 50 percent of the allocated fuel and the cutting of the service in the management offices, in the least of the cases.

The province is generally in line with the allocated electricity consumption plan, but there are difficulties in Puerto Padre and Las Tunas, where no impact has been achieved in monitoring the consumption of non-state management, with high consumption and non-compliance with the guidelines.

A good practice is an analysis carried out in three circuits in the municipality of Las Tunas and another seven in the rest of the municipalities where most electricity is consumed, with discussions in the popular councils, with non-state workers and managers of companies and organizations that depend on energy in those places, as well as with neighbors whose homes exceed 500 KWH each month.

More than 100 forms of non-state management have been identified in the province as major consumers, so measures have been discussed with their owners and daily consumption is monitored for systematic analysis.

The problems in the production of electricity due to the lack of fuel is a real circumstance, and complying with the measures aimed at reducing the inconvenience to the population is not an option, it is an unavoidable duty, so it is necessary to demand that everything that must be fulfilled be fulfilled.
