Cuban PM speech at the 10th Ordinary Session of the National People’s Power Assembly

Cuban Prime Minister Manuel Marrero said on Tuesday that the current priorities are comprehensive care for the elderly, safe motherhood, and the causes of population mobility.

Havana, Cuba.- The head of Government added that among the main policies associated with the country’s demographic situation are the assistance to infertile couples, teenage pregnancy, the guarantee of safe housing, and the analysis of the availability of labor force. In his speech at the 10th Ordinary Session of the National People’s Power Assembly (parliament), Marrero defined the core aspects of that issue (fertility, mortality, internal and external migrations) are of vital importance in Cuba’s development and strategies.

In his opinion, Cuba’s dynamics are similar to that of developed countries, with a permanent incidence of the economic, commercial, and financial blockade imposed by the United States, and a follow-up of the demographic dynamics since the 1970s.

As part of the Guidelines of the Economic and Social Policy of the Party and the Revolution, several government institutions implement measures to provide care to the aging population and the stimulation of fertility, to guarantee, as far as possible, generational succession.

Marrero pointed out that this situation shows decreasing levels since Cuba has not achieved, for 30 years, the replacement rate. He mentioned the promotion of the participation of the elderly, the only sector with growth, in economic and social tasks.

He also mentioned the creation of seven sub-commissions on the subject and the identification of actions for their implementation and monitoring, some of them planned for 2023 and linked to the comprehensive care of life, the introduction of technologies, and the development of new medicines.

Marrero stressed that these initiatives will focus on improving family care and access to housing, especially for mothers with three or more children and young people, since the phenomenon has not yet reached the necessary transversality in the territories or adequate care.

RAÚL CASTRO ATTENDS DEBATES IN CUBA’S PARLIAMENT

Raul Castro attends Cuba’s Parliament session

Army General Raúl Castro, leader of the Cuban Revolution, is attending the second day of the 10th ordinary session of the National People's Power Assembly (Parliament) on Tuesday.

According to the program, Cuban Parliament President Esteban Lazo will report on the work of the Council of State, the body that represents the National Assembly between sessions, executes its agreements, and fulfills other functions conferred by the Constitution and law.

The Office of the Comptroller General of the Republic (CGR, in Spanish) and the Ministry of Communications will report on their work, and the bills of the CGR and the System of Superior Control of Public Funds and Administrative Management will be submitted for debate during the meeting.

The approval of a legal regulation on the Expropriation for reasons of public utility or social interest is also expected.

On Monday, the 2023 economic plan principles and the State budget for next year were adopted, during the meeting at the Havana-based Conference Center.

The lawmakers were also informed about the measures to be taken due to the country’s economic situation, and the legislative plan that legally develops the Constitution’s rights and guarantees were updated. (PL)
