Analysis of the fulfillment of the energy policy in Las Tunas

A detailed analysis of the fulfillment of the energy policy in the territory was carried out in the province, where, in addition to evaluating the main deficiencies, some solutions were proposed to move the sector forward.

Las Tunas, Cuba.- The meeting referred to the four solar parks, located indistinctly in the territory, which have remained in operation contributing 11 megawatts (MW), and added to them two new ones that are still in the process of investment together with the Wind Farm in the municipality of Puerto Padre, which maintains its investment at the country level.

One of the concerns raised by Yadira Romero Peña, a member of the Provincial Bureau of the Communist Party of Cuba (PCC), was aimed at the batteries of the emergency generators and insisted on the search for alternatives to provide a prompt solution and relying on the rest of the organizations that can collaborate.

In this sense, Eduardo Oliva, director of the Empresa de Mantenimiento y Operación de Grupos Electrógenos (Geysel in Spanish), explained that "there are 20 groups installed in the three power plants, and at the moment we have an installed capacity of 24.07 MW. We indeed have breakdowns, but they do not depend on us but on resources.

"Las Tunas has seven engines that represent 10.74 MW that we can give to the province. In the municipality of Manatí, we managed to change one of these, which had been stopped for years, and with it, we would be allowed to deliver 0.90 MW, which would solve a small part of the problem and stability would be achieved."

Marbelis Mir Corrales, a member of the Provincial Bureau, explained that the main dissatisfactions of the population are related to the blackouts (which do not depend on the province), and another percent with the negative criteria that come with the breakdowns and the solutions for different causes. In this sense, he pointed out that in the municipalities there have been some districts with 48 and 72 hours without current, and many of them are located in intricate areas; to access there it is necessary to look for help from the cooperatives, animal traction means, tractors...

Jaime Ernesto Chiang Vega, the governor, highlighted the effort of the collective and its constant disposition; and, in addition, he called for the rational use and control of energy, something that depends, to a great extent, on the municipal energy councils, whom with the support of the mass organizations must influence the residential sector because the state has to guarantee vitality and productions for the summer.

"We must highlight that the networks have not received maintenance since September 2019, and in the second half of this year, we worked on horse-drawn vehicles, just to attend to the interruptions. Even when our province is not one of the worst in terms of energy commitments, we have a debt with the networks, which causes an increase in interruptions and more in times of rain," Carlos Rafael Arias Sobrino, general director of Empresa Eléctrica in Las Tunas, explained to those present.

"Another element that hits us hard is transportation, every day we have to make decisions in this regard because the cars break due to wear and tear, and to reach each of the communities, even the most intricate ones, we must use our specialized transportation."

The loss of personnel is another of the most important issues to be dealt with within the company. There are functions such as lineman that take up to six months to prepare. To fill this gap, agreements have been made with the Revolutionary Armed Forces (FAR) so that some of the young people who enter the Military Service for two-year periods can spend them working in the company.

"Our objective is to prepare them as readers, inspectors, and even as linemen, which would represent a great help for us and an improvement in the provision of services."

Another debt that is difficult to pay in this period is the commercial commitments, "years such as 2017 or 2018 have closed with zero; at present, we have up to four thousand requests in our commercial offices, today it is about reaching them and explaining the situation."
