Compliance with the rules of coexistence defines the organization and the good performance of a society since it is the result of the civic education of children, adolescents, and young people, from the family and school, and based on civility and decency.

If we stick to this concept, then the city of Las Tunas has great debts, because many facts demonstrate the lack of honesty and rectitude that lead to committing criminal, illicit, or morally reprehensible acts.

There are dissimilar citizen duties that are unfulfilled in this eastern Cuban city. Moreover, why -we could ask ourselves- if today the family has developed for the better and the school is an institution that fights for adherence to the rules of coexistence?

"It is a problem of formation that attempts against social and personal behavior", says Juan Antonio, while he points with sadness to one of the benches of the emblematic Plaza Calé, intentionally cut down. "But look, it's not just this one, it's almost all the benches that have been destroyed. And I don't think it was to use those materials for something else, no, in my opinion, it responds to the unhealthy intention of destroying social property."

There are many times that these benches have been repaired and then destroyed again as if someone was bothered by this park, which has been a symbol of this city for decades.

Sometimes we justify it with shortages, with the need to acquire certain goods to serve society, even if it is done through theft. In addition, there is the misuse or lack of care in public spaces, and I speak, for example, of the lights that are taken, off a piece of marble to make a spice and meat grinder. There are many lacerated places."

Julián goes much further. He points out how there are people who know someone who steals some common good and even defends it. Here everyone "fights", and in a bakery, for example, flour and oil are stolen and sold in the same neighborhood. It is a crime, but it is for both a lack of civility, the one who commits the act and the one who accepts it.

Esnilda points out the hygiene of the city. "There are many situations that have their essence in the lack of means to collect the garbage by Community Services, but, why do people throw garbage outside the established places, even, being the deposits right there? Moreover, the Cultural Plaza is a public toilet in its surroundings. And the mistreatment of the collective transport?”

AGGRESSIONS TO THE GUEVARA HOSPITAL

For Dr. Carlos Rafael Pérez Santiesteban, the clinical-surgical vice-director of Dr. Ernesto Guevara de la Serna General Teaching Hospital, social indiscipline is one of the biggest problems faced by this healthcare center, through which more than seven thousand people pass every day, which shows how difficult it is to control.

"There is a lot of carelessness with cleanliness here, for example, both in the corridors and in the wards. Stretchers and wheelchairs are mistreated, mattresses are not protected, food is ingested on the beds, liquids are spilled, and the furniture is not taken care of; recently Swiss balances were placed for companions and patients, and in about four months several have already had to be removed, the Swiss have been removed and broken."

Other acts that denote the lack of civility, common in this city, are the number of bottles that are broken in the streets, mainly on weekends; throwing papers and other waste on the road; not giving a seat to an elderly person, a woman, or a pregnant woman on a bus; not assisting a blind person when crossing the street...

AND WHAT ABOUT VALUES?

Civic values are those that society considers desirable and positive, and are transmitted from generation to generation. They also foster harmony, peace, and cordiality among citizens.

Among these values are solidarity, responsibility, respect, justice, cooperation, honesty, sincerity, courtesy, autonomy, and tolerance.

Therefore, civic education must be cultivated and nurtured in the family and the school, but institutions and the common people must also demand it. Any weak link in this vigilance will irreparably damage healthy coexistence.
